Do you need a Tibet permit for Western Sichuan?

The short answer

If your itinerary stays inside Sichuan Province — Chengdu, Kangding, Xinduqiao, Tagong, Danba, Siguniang Mountain, the Zoige and Hongyuan grasslands — you do not need a Tibet Travel Permit.

You need a valid Chinese visa (or visa-free entry, depending on your nationality), your passport, and nothing else in the way of special paperwork. All three of our routes are entirely within Sichuan.

Why this confuses almost everyone

The confusion is understandable, and it is not the traveller’s fault. Two entirely different places both get called "Tibet" in English.

The first is the Tibet Autonomous Region, usually shortened to TAR — the area administered from Lhasa, covering roughly the western half of the Tibetan plateau. This is the Tibet of Everest Base Camp, Lhasa and Shigatse. Entry here requires a Tibet Travel Permit, and foreign travellers must also join an organised tour with a licensed guide for the whole duration.

The second is the Tibetan cultural world outside the TAR. The Tibetan plateau spills far beyond the TAR’s borders into Sichuan, Qinghai, Gansu and Yunnan. These areas are historically and culturally Tibetan, and the people living there are Tibetan — but they are administratively part of those other provinces, and they are not the TAR.

Western Sichuan is entirely in the second category. When a tour is called "Tibetan Sichuan", "Kham" or "Eastern Tibet", it almost always means this second kind.

Where the line actually falls

The practical rule is administrative, not cultural. A place inside the Tibet Autonomous Region needs a permit. A place outside it does not.

What you do need for Western Sichuan

A valid passport with at least six months’ validity remaining, and a current Chinese visa — or entry under a visa-free arrangement if your nationality qualifies.

Carry your passport with you on the road. Scenic areas, some hotels and a number of checkpoints in Ganzi and Aba prefectures will ask to see it. Keep a photo of your passport and visa on your phone as a backup.

That is the entire list. There is no additional permit to apply for, no agency paperwork, and no minimum group size for Western Sichuan.

What changes if you extend into the TAR

If you later decide to continue west from Sichuan into the Tibet Autonomous Region — for example Chengdu overland to Lhasa on the G318 — the rules change completely at the border, and they are considerably stricter.

You will need a Tibet Travel Permit, which can only be arranged through a licensed Tibetan travel agency, not applied for directly. You must travel with an organised tour and a licensed guide for the whole time you are inside the TAR. Independent travel is not permitted for foreign visitors.

Processing takes time and the permit is issued for specific dates against a fixed itinerary. It cannot be obtained at short notice, and you cannot simply turn up at the boundary and buy one.

This is worth knowing early, because it is easy to assume a long overland trip needs a permit from day one. It does not — only the TAR portion does.

One honest caveat

Permit policy is administrative and it does change. Areas that have been open can close temporarily for conservation, weather, road works or local restrictions, and notice is sometimes short.

For any of our Sichuan routes this is a non-issue, because the permit question simply does not arise. But if your wider plans include the TAR, always confirm the current position with a licensed agency shortly before you travel rather than relying on a guide written months earlier.
